Ugis Zanders is a Senior expert at the Ministry of Environmental Protection and Regional Development in Latvia. He is one of the speakers at the Baltic Sea Future Congress, regarding the area of using Green Public Procurement to reach Agenda 2030.
Ugis Zanders as the Senior expert of the Ministry of Environmental Protection and Regional Development provides expertise on sustainable consumption and production issues and consult the procurers on the inclusion of requirements and criteria for green public procurement in the public tenders through public seminars, lectures and helpline service. He was leading the elaboration of national legal framework for Green public procurement. As the representative of Latvia in the expert group for sustainable development (Baltic 2030) within the framework of Council of the Baltic Sea states he contributed to the drafting of the Baltic 2030 Action Plan. He is also the national focal point for UNEP 10-Year Framework of Programmes on Sustainable Consumption and Production. Ugis Zanders has been actively involved in Latvia’s presidency of the EU by drafting and coordinating the Presidency programme for environment. He was also the part of the team of Latvia’s accession to the EU negotiations and later represented national positions on environmental issues in EU Council formations during his diplomatic service at the Permanent Representation of Latvia to the EU. Prior the diplomatic service he was member of project evaluation team in the Ministry of Finance for selection of the project proposals for funding from international financial institutions. He has a Bachelor’s degree in Geographical sciences.
